LOCAL CONTEXT
How support works in Mizoram
Mizoram's mountainous terrain and dispersed districts make phone-first support and district-aware routing materially important. Aurora therefore separates state and district disaster operations, uses the current statewide ambulance service, and resolves legal aid to the relevant District Legal Services Authority rather than treating Aizawl as the practical destination for everyone.

What is different here
The current Health Department Citizens' Charter publishes toll-free 102 for the National Ambulance Service.
The official State Disaster Management Plan distinguishes the State Emergency Operation Centre on 1070 from District Emergency Operation Centres on 1077.
Aizawl's official district disaster plan publishes its own direct control-room contacts in addition to 1077; those direct numbers remain Aizawl-specific.
MSLSA maintains separate District Legal Services Authorities for Aizawl, Champhai, Kolasib, Lawngtlai, Lunglei, Mamit, Serchhip and Siaha.
