The Aurora Project

INDIA · LADAKH

Leh and Kargil share a Union Territory. They do not share every local emergency contact.

Altitude, terrain and long travel distances change the practical route to help. Aurora starts with UT-wide emergency routes, then preserves the Leh/Kargil district boundary whenever local police, ambulance, administration or legal-services infrastructure differs.

LOCAL CONTEXT

How support works in Ladakh

Ladakh's high-altitude terrain, long road distances and weather exposure make phone-first emergency routing particularly important. The Union Territory has two distinct districts, Leh and Kargil, with separate district administrations and local control rooms. Aurora therefore starts with UT-level ERSS and police routes, then preserves the Leh/Kargil boundary rather than treating Leh as the local operational centre for all of Ladakh.

LANGUAGE & ACCESS

Designed for the local context

Primary presentation languages: English, Hindi, Urdu.

Aurora only states a helpline's spoken-language availability when the responsible authority confirms it.

ROUTING

What is different here

The UT Administration explicitly identifies Dial 112 as the Pan-India Emergency Response Support System available to Ladakh residents and visitors; its current helpline page also publishes Police Control Room 100 and Women Helpline 1091.

Official Leh and Kargil district sources both publish 108 for ambulance; Leh also publishes 102.

Kargil's current district portal publishes its own Police Control Room and Joint Control Room contacts. Those numbers remain Kargil-specific rather than being promoted to UT-wide status.

Ladakh Legal Services Authority is separate from Jammu and Kashmir Legal Services Authority, with district legal-services activity in Leh and Kargil.

TRUST BOUNDARY

What Aurora will not assume

Aurora will not present a Leh local contact as Kargil's service, or vice versa.

Altitude and terrain make a distant office address a poor substitute for a verified telephone route; phone-first support is prioritised.

English, Hindi and Urdu are presentation priorities from the jurisdiction registry; Aurora does not infer which languages an individual emergency operator speaks.

Kargil's official portal confirms Child Helpline 1098 locally; Aurora does not silently extrapolate district evidence into an unsupported UT-wide service claim.

SUPPORT OPTIONS

Ladakh support routes

UT-wide routes are separated from district routes. A Leh contact is not presented as Kargil's local service, and a Kargil contact is not treated as UT-wide without authority evidence.

Emergency Response Support System (ERSS)

Pan-India ERSS emergency route explicitly promoted by the UT Administration for both Ladakh residents and visitors. The Administration states that Dial 112 connects emergency users into the response system and is integrated with Ladakh Tourist Police support.

If danger may be immediate: this is an emergency route. A phone action opens your device's dialler; Aurora does not place or record the call.

The current UT helpline page still lists Police Control Room 100. Aurora retains 112 as the integrated ERSS route because the UT Administration explicitly identifies it as the Pan-India emergency response system for Ladakh; 100 remains visible through the official UT helpline source.

Emergency ambulance — district-aware routing

Official district sources currently publish 108 for ambulance in both Leh and Kargil. Leh additionally publishes 102. Aurora keeps the district provenance visible because district emergency infrastructure is operationally distinct.

Leh's official ambulance page publishes 108-102. Kargil's current district homepage publishes 108 while its dedicated helpline page also lists 102. Aurora uses 108 as the common district-supported ambulance route and does not imply that every district-specific contact is interchangeable.
